unhappy customer. Bottomline: What kind of mechanic (anywhere in the world) approves unfinished work?

I asked them to check my starter because my car would not start. When I arrived to pick up my "finished car" they had put in a brand new starter for $300. I had to walk across the street to get the car myself and when I started it, again it lagged and evidently there was a problem, since it again had issues starting. It is beyond me that something "fixed" was so clearly broken. I made the attendant listen to the starter and It again lagged. He told me since it was after hours he was not responsible. I asked for simple sound advice "should I even drive it if it sounds like this?" He was too lazy to even answer the question. Twenty minutes later, I found myself stranded, in a dark side-street under the BQE, my car was again dead. They would not tow it back and I was stuck. What kind of mechanic approves work like this? What kind of mechanic or assistant, working the late shift, deems it okay to tell a lady to drive a car in the dark which is clearly not functioning?
